Regulators investigate power surge

FARGO, N.D. (AP) — North Dakota regulators are investigating an Xcel Energy power surge in north Fargo that officials say damaged appliances in about 20 homes.
    Xcel earlier said the Aug. 27 incident in hot, windy conditions was an ‘‘act of God’’ and that the utility had no liability. North Dakota Public Radio says affected residents asked the Public Service Commission to look into the matter.
    Commissioner Brian Kalk says lost appliances ranged from microwave ovens to refrigerators. He told the Forum that if the PSC determines Xcel was negligent, it might impose fines. He says PSC officials are still researching whether Xcel can be forced to reimburse customers for damaged property.
    Xcel says it will cooperate with the PSC investigation and continue its own probe into the incident.
