Hoeven seeks presidential flood emergency

BISMARCK, N.D. (AP) — Gov. John Hoeven says he will ask President Barack Obama to declare a presidential emergency in North Dakota.

Hoeven says that would free up federal money to help with preparations for anticipated spring flooding throughout the state.

Hoeven says a presidential emergency is different than a presidential disaster declaration, which would come after flooding has caused damage.
