A former St. Paul police clerk has been found civilly liable in the 1981 death of his girlfriend.

A Ramsey County judge has awarded $2 million to each of Barbara Winn's three children. Winn died of a gunshot wound to the chest at her Maplewood home during a struggle with boyfriend Aaron Foster. He claimed Winn committed suicide. Initially he wasn't charged with a crime. Foster was acquitted of murder charges in 2008 after the case was reopened. By then, police had destroyed or lost nearly all the evidence in the case.

Foster failed to appear in court Wednesday. Family members say it's unlikely the children will ever see the money awarded to them. Winn's sister-in-law, Patricia Bruce says the judgment is more about accountability.
