Grand jury clears trooper in fatal shooting

No charges will be filed against a Minnesota state trooper who fatally shot a woman when she tried to flee a traffic stop last September.

A grand jury declined Tuesday to indict Trooper David Kalinoff.

Kalinoff, a 12-year veteran, shot 48-year-old Debra Doree of Landfall on Sept. 3 on westbound Interstate 94 near Oakdale.

During the stop, Doree ran toward her car and tried to speed off. Kalinoff tried to stop her by reaching through the passenger window to remove the keys from the ignition. Doree accelerated into highway traffic, dragging the trooper outside the car.

Washington County Attorney Pete Orput says the grand jury decided that the trooper was forced to shoot Doree to save himself from death or great bodily harm.
