Pursuit of next SCDP grant for commercial, owner-occupied and residential rental housing commences

    As part of an effort to secure another Small Cities Development Program (SCDP) grant through the Minnesota Department of Employment and Economic Development (DEED), the City of Crookston is looking for property owners in Ward 4 who are interested in rehabilitating their homes, commercial and residential rental properties.     

    "Intent to Participate" forms will be mailed to property owners within the next week. If there is sufficient interest in the proposed programs, the City will submit an application to the Small Cities Development Program.    

    If the application is funded, those property owners who submitted “Intent  to Participate” forms will be given the first opportunity to apply for the program(s).   

    Under the Commercial Rehab program, funds may be used for exterior repairs/improvements, code violation corrections, handicapped accessibility and energy improvements to commercial/industrial buildings located in the target area.     

    Eligible improvements permitted under the Owner-Occupied and Residential Rental Housing Rehabilitation Programs include health and safety issues, interior and exterior structural improvements, energy improvements and code violation corrections.      

    Homeowners and tenants must meet income guidelines established by HUD. Upon completion of the renovation, the rental units must be completely or primarily occupied by low and moderate income households at affordable rents.
