  • The superintendent of a small North Dakota school district says a funding glitch is forcing the district to pay out of its own pocket to cover thousands of dollars in lost state aid.
    Manvel's Richard Ray tells the Grand Forks Herald that the district is forced to pay about 90 percent of its property tax revenue to the Grand Forks public schools because Manvel does not have a high school.
    The Manvel district was expecting a 10 percent increase in state aid from legislation passed this year but because of the formula, Ray says the district is getting chopped by more than $135,000 from last year.
    Ray says he testified to lawmakers about flaws in the formula.
    About 65 Manvel students attend high school in nearby Grand Forks.
