  • Heavy rainfall overnight has led to flash flooding in North Dakota's largest city and the surrounding area.
    Water has swamped some streets and home basements in Fargo. City officials are asking residents in some areas to restrict water use because the wastewater treatment plant is running at high capacity. The city also is temporarily closing the North Broadway Bridge because of a rising Red River.
    The National Weather Service says there are reports of more than 8 inches of rain in the region. The agency has posted a flash flood warning.
    Fargo set a rainfall record for the date on Tuesday, with 2.56 inches. That broke the 1969 record of just under an inch. Rain continued to fall after midnight, with the total in the city approaching 4 inches.
