The internal auditor for the North Dakota University System says Chancellor Hamid Shirvani did not violate any policies or commit fraud in testimony he gave to a House committee.
But Bill Eggert adds that Shirvani's presentation could have been construed as misleading.
University system staff member Linda Porter accused Shirvani of trying to make the student retention and graduation rates at the University of North Dakota and North Dakota State University look bad by using inappropriate comparison schools when he testified March 18 before the House Appropriations Committee.
Porter tells The Forum newspaper she's pleased with Eggert's report.
Shirvani has said he compared UND and NDSU to larger institutions such as the University of Minnesota because those are the kind of schools UND and NDSU should aspire to emulate.
