    Leander "Russ" McDonald, the man chosen to replace Yankton at an emergency general assembly on Sunday, was sworn in as tribal chairman in a traditional ceremony on Monday.
    But McDonald tells the Grand Forks Herald (http://bit.ly/XF9Gj3 ) he met later with Yankton and the two agreed the tribal constitution requires a formal petition and a recall vote to remove a chairman.
    McDonald, vice president of academics at the tribal college, says a petition is being circulated. He says he would serve as chairman if a petition is filed and the people chose him.
