  • The North Dakota Board of Higher Education has called a special meeting to talk about its support of the university system chancellor.
    The board's lawyer last week unveiled a more than 200-page document detailing an investigation into complaints that Chancellor Hamid Shirvani and the board broke the state's open meetings laws and violated board policy.
    Claire Holloway's investigation found no intentional violations by Shirvani, but it pointed out omissions with the minutes and agenda of one meeting. Holloway blamed the board for the mistakes and recommended that members review open meetings requirements.
    Shirvani, who took over on July 1, has come under fire from some legislators, students and others for his management style. Board members have said they stand behind the chancellor.
    The meeting is scheduled Thursday afternoon.
