    The parking lot is next to a bar that Engen owns. He bought the property after an April 2000 fire destroyed three buildings on it.
    The parking lot is graveled and has an uneven surface. The lawsuit contends Engen hasn't lived up to an agreement to bring the lot up to city standards after he bought it.
    Engen says he wants to develop a project on the property, but "the economy took a pullback."
